NOTICE OF REQUEST FOR STATEMENTS OF QUALIFICATIONS
FOR ENGINEERING SERVICES

The Town of St. Albans- Stormwater Utility is in the process of obtaining Statements of Qualifications from qualified engineering firms detailing the firms’ qualifications, technical expertise, management and staffing capabilities, references, and related prior experience.  Required professional services will include but are not limited to preliminary engineering services, design- and construction-related services, preparation of bidding and contract documents, participation in the evaluation of bids received, and monitoring and inspection of construction activities to ensure compliance with plans and specifications associated for Town of St. Albans- Stormwater Utility: Grice Brook Retirement Community- Stormwater Treatment System Design.

Statement of Qualifications (SOQ) should be a narrative proposal that best represents your firm’s qualifications to perform planning, permitting, designing, and engineering services for the Grice Brook Retirement Community- Stormwater Treatment System Design. SOQ’s should include the proposed project team, technical abilities, examples of previous projects, scope of work, references, a proposed schedule and any other information that you consider important. SOQ’s should also include provisions for all proposed sub-consultants.

Procurement of said services will be in accordance with elements of the procurement process in 40 U.S.C. § 1101-1104.  Interested parties have the option to submit either a paper copy SOQ or an electronic version, no later than 4:00 pm on April 27, 2022 in order to receive consideration. Statements of Qualifications and/or modifications received after the date and time due will not be accepted or reviewed. No facsimile machine transmitted proposals will be accepted.

Consultants interested in this project should submit their qualifications to the contact’s name and address indicated. Utilize either:

  • Submit three (3) paper copies or one (1) digital PDF file (via email or on a USB thumb drive) of the proposal. The paper proposal must be double sided, preferably on recycled paper without acetate or plastic covers. Please number all pages in the proposal consecutively.
  • Clearly indicate the following on the outside of the sealed packages:
    • Project name (Engineering for Grice Brook Retirement Community- Stormwater Treatment System)
    • Name, address and contact information for the prime consultant
    • Due date and time
    • Envelope contents

  • Submit as an electronic submission via e-mail to Jennifer Gray, j.gray@stalbanstown.com, clearly identified as an SOQ, including the project name. Please inform the Contact Person prior to submission to avoid proposal being relegated to their spam or junk email files.

Attention is directed to the fact that the proposed project may be undertaken with a variety of Federal and state funds, including the Clean Water State Revolving Fund and a Clean Water Block Grant and that all work will be performed in accordance with the regulations issued by such agencies and the State of Vermont pertaining thereto.

The Town of St. Albans- Stormwater Utility shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are best qualified to perform the desired services.  Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach.  The Town of St. Albans- Stormwater Utility shall rank, in order of preference, these three professional firms deemed to be the most highly qualified to provide the services required, and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.
